Mangaung Metro, Tokologo Municipality and Setsoto Local municipalities together with the Department of Social Development launched Local Drug Action Committees (LDAC) in March 2016. The LDAC is a committee established at a local level by the municipality to give effect to the National Drug Master Plan.
A LDAC is established to enhance substance abuse and illicit drug trafficking services effectively. It jointly coordinate and report the activities implemented by stakeholders from different government departments, the private sector, NGO’s and FBO’s, with the aim of combating substance abuse and illicit drug trafficking within the municipality.
Cllr Thabo Manyoni, the Executive Mayor of Mangaung Metro Municipality, Cllr Boitumelo Enoch Seakge, the Mayor of Tokologo Local Municipality and Cllr Tsheliso Benard Jakobo, Mayor of Setsoto Local Municipality launched the committees in their respective municipalities.
Speaking at the Mangaung LDAC launch in Bloemfontein, Mangaung Metro executive mayor, Thabo Manyoni said “the breakdown in the family unit is one of the main reasons for the spike in drug and alcohol abuse amongst the youth as well as adults”.
The mayor encouraged communities to work closely with the LDAC so that they can effectively deal with the problem. He said without the support of communities, the anti-drug committee would not be able to achieve their goals.
Mr Charles Makappa from the substance abuse component at the Department of Social Development encouraged the committee members to take their roles in these committees very seriously because the community depends on them to use the expertise that they have to fight the scourge of substance abuse in the Free State.
